Implications
Circumvention tool distribution should use heterogeneous propagation channels (broadcast, email, social media) simultaneously; the BBC Chinese case shows parity with a longer-running service can be achieved in under two months with sustained multi-channel outreach.
Publishing full-text content feeds via RSS and enabling third-party aggregation apps disperses content across many URLs and IP addresses, making comprehensive censorship significantly harder than blocking a single origin domain.
