The GFW's primary mechanism was identified as keyword filtering on web content rather than DNS hijacking (avoided due to risk of collateral international impact). Dropbox was inaccessible inside China during testing, demonstrating that plugin substitutability is operationally necessary: at least one alternative protocol must remain reachable in any given censored environment.
