PLACEHOLDER. The WATER framework is the WASM-based pluggable-transport
runtime that Lantern integrates into lantern-box; once Refraction
Networking publishes a canonical WATER paper, replace this with the
real entry. The defense_implications for Lantern-deployed protocols
(any new transport delivered as a WATER module reaches every lantern-
box-using tool simultaneously) belong as findings against this paper.
