Blockpage-confirmation-only metrics substantially undercount Chinese censorship; circumvention tool designers should treat sustained high anomaly or failure rates (≥90%) as operationally equivalent to confirmed blocking when evaluating proxy reachability.
Before deploying a proxy domain or IP in China, check OONI for 100%-failure-rate signatures; such endpoints are effectively blocked even without a formal blockpage and will fail users silently.
